Bettie Spencer (nee Tapscott), of Bowie, Maryland, passed away on Saturday, April 3, 2021 at the age of 78. She is survived by her children, Robert D. Spencer III, and Carren Spencer; her brothers, Willie Lee Tapscott and Franklin Tapscott; and many grandchildren and great grandchildren. She was predeceased by her husband, Robert D. Spencer Jr; and parents, Allen and Katie Tapscott. Bettie served in various positions within the Washington, DC and Federal Government from 1960 to 2009.
