Obituary for Dr. Philip Roy Rever

Philip Roy Rever passed away peacefully at home on May 6, 2023, with his beloved wife, Brenda Brown Rever, by his side.

Born on Kodiak Island, Alaska, Phil grew up in Kansas, Idaho and North Carolina. Phil was a renaissance man, equally comfortable on Capitol Hill and in the middle of a cold, clear stream with his fly-fishing rod or running across the Chesapeake Bay in search of breaking bluefish.

Phil was a scholar, earning a bachelor’s degree in business from the University of Maryland College Park and a Ph.D in education from the University of Iowa. These degrees led to an illustrious professional career which included leading offices of American College Testing (ACT) and the Higher Assistance Education Foundation (HEAF) in Washington, DC, where he often lobbied for education policy and financing.

Attending the University of Maryland proved to be a pivotal decision that continued to echo throughout his life. Among his volunteer positions over the course of six decades, Phil served as president of the student government, president of the Alumni Association, and a trustee of the University of Maryland College Park Foundation. A particular point of pride for Phil came from raising funds to create the Riggs Alumni Association Center.

Most importantly, Phil met both great loves of his life through Maryland. Phil married Pat in the university chapel in 1965 and had a beautiful 32-year journey of raising their family, building their careers, enjoying friends and family and traveling before Pat passed away. While serving on a campaign committee for the university, Phil met Brenda and their marriage provided a second happy full chapter, complete with travel, eleven grandchildren and fulfilling volunteer work.

For the past twenty-five years, Phil dedicated himself to serving and advocating for organizations near to his heart, including the University of Maryland, American Rivers and the Baltimore Leadership School for Young Women.

Phil leaves behind his devoted wife, Brenda Brown Rever; children Stephanie (Michael) Chu and Matt (Dolly) Rever; step-children Gene (Sari) Lipitz, Jon (Darlene) Lipitz, Amanda (Greg Smith) Lipitz; grandchildren Caroline, Christopher, Nicholas, Colt, Sophie, Chloe, Max, Westley, Charlie Jane, Eliza and Asher; identical twin brother Jack (Millie) and sister Patricia (Bob) Dalton as well as many nieces, nephews, cousins and in-laws. He was predeceased by beloved first wife, Patricia.

To those who knew him, a man with greater integrity and capacity to love would be hard to find.

Services at Sol Levinson's Chapel, 8900 Reisterstown Road, Pikesville, MD 21208, on Monday, May 8th, 2023 at 2:00 pm. Interment is private. Please omit flowers. The family will be in mourning at the Owings Mills Marriott Hotel,10101 Grand Central Avenue, Owings Mills, Maryland 21117. Reception to be held immediately following services (no cemetery). Shiva will then be held at 3207 Bennett Point Road, Queenstown, MD 21658, with the following schedule: Tuesday 5/9 from 12-7 PM, Wednesday 5/10 from 12-7 PM.
